Is Dr. Ramirez and SCB the same? In other words, is he the doctor for "Stem Cell Biotherapy"? I am just wondering, since they are both located in Tijuana, Mexico.

Dr. Ramirez is in no way connected to Stem Cell Biotherapy (SCB). The only thing they have in common is the fact that they give treatment in Tijuana.
